I have a problem with my billing information in App store.A previous purchase failed because payment card was declined. Now I want to change and use another card, the system doesnt permit. Why??

What do you mean 'the system doesn't permit', if you are getting an error message when trying to change your card then what is the full text of the message ?


Changing payment details : Change or remove your payment information from your iTunes Store account (Apple ID) - Apple Support


For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.
