I have a problem with my billing information in App store.A previous purchase failed because payment card was declined. Now I want to change and use another card, the system doesnt permit. Why??

What do you mean 'the system doesn't permit', if you are getting an error message when trying to change your card then what is the full text of the message ?

For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.
It tells me there is a billing problem with a previous purchase. Please update your payment method!
I assumed from your first post that you had tried to put a different card onto your account and that you had got an error message when trying to do so. If that is not the case then have you got another card that you could try, or are iTunes gift cards available in your country so that you can pay iTunes what you owe ?
I think the problem might be because the account doesn't have enough money for the purchase. What if I recharge my card, will the error stop appearing if I update the billing information as requested, which brings the error at the moment??
Have you successfully used the card to purchase from iTunes in the past ? If it's not a 'proper' credit card (e.g. prepaid card) then it's likely to be rejected due to the name and address validation ; if you used it successfully in the (recent) past then it should work
