iPad app folders via Profile Manager MDM Management

Hello,

We are attempting to use OS X Server and Profile Manager in an education environment. we have been able to successfully deploy apps with VPP program, but now we want to place them into folders. How can we do this? Would this be a good place to implement Configurator? Or is there a way to simply deploy a backup of an iPad? These are all imaged the same.
