Partial Server Administrator Rights

Hello everyone,

So I have been trying to research this problem for some time now and I cannot seem to get a straight answer. Last week I update the server computer and application to their newest versions and I had a rough time with. The entire user list was lost and unrecoverable so I had to make a new user list through open directory. But I realized that after I had made all the new users I could not edit them like I once used to. I cannot change their passwords or delete them. I looked around and changed the admin password but that did not have an effect. I'm out of ideas, any suggestions? Thank you guys.
