i want rest all of setting of my ipad mini and now i can't us it acually i can't reactive it becuase i forgat my old APPLE ID when i was active in first time my IPAD , now ipad ask me old APPLE ID and i don't know becuase i forgat it and now how i can reactive it by my new APPLE ID

You can only use the account id that you were using in Settings > iCloud to reactivate your iPad, you can't use a different account to reactivate it.
Do you have any of the account's downloads in your computer's iTunes library : Recovering a forgotten iTunes Store account name - Apple Support ?

so it's meaning if i dont remembering my old ID that i can't more US my mini ipad ?
i try it but i can't fine my old apple id 😟 now have any way to restart my ipad ? now when i want to restart it ipad ask me old ID that i was use in first time to active my mini ipad
If you have proof of purchase of the iPad (e.g. its original receipt with the serial number on it) then you could try going to an Apple store if you have one nearby (make a Genius Bar appointment), or try contacting iTunes Support and see if they can remove the iPad from the account
and also i USing another computer 😟
The computer that you are using won't make any difference, the id that you need to use to reactivate it is the one that you were using in Settings > iCloud on it.
Did you use the apple id from a web browser. Look at the browser password cache.
