I have payed 20$ on an in app purchase and didn't receive anything in the game. I contacted the game first and they told me i should contact apple. Where can i get a refund for this?

You should have an emailed receipt from the Apple store. Within the body of that email is a link to contact Apple regarding any issues with your purchase. They are very prompt regarding issues with billing.
