iPhoto says it's importing but I'm not sure what. What do I do?
I don't have anything plugged into the computer, it won't let me force quit it and it won't let me restart the computer. I'm not sure what else to try.

Either Force restart the computer by holding down the power button a long time after quitting all other applications.
Or launch a Terminal window (the Terminal.app is in the Utilites folder in Applications). Then copy and paste this command into the Terminal:
killall iPhoto
If that does not suffice, try
killall iPhoto -6
And if that still does not work, use the ultimate killer:
killall iPhoto -9
My iPhoto says it's importing pics but I don't know what.
