My iPhoto is frozen and I can't access the Apple icon to force it to quit.

Press and hold the power button for a few seconds until the power shuts off, then release, wait a few more seconds, and press it again briefly to restart.

Thank you Linc Davis, I tried that but it wouldn't let me shut down and gave me a message regarding the iPhoto being frozen and told me to go to the Apple icon and have it force shut down. I couldn't do that because every time I hit the Apple icon, t wouldn't respond. I could still use my laptop, so I did a few things and then when I tried to hit the Apple icon, it worked and I shut it down.
If you hold the power button long enough, the machine will always shut down, no matter how stuck it is. It's a hardware power interrupt.
