iPad mini wont allow in app purchases, it says can't connect to I tunes , my internet connection is good and restrictions is off. Also won't allow on iPhone or another iPad.

what your describing would imply that it is not reaching through your internet connection even though you are online.
try testing on another wifi network or unplugging your router and modem for 5 minutes then trying again after reconnected
