It seems you would like to transfer your iTunes library to a new computer. That is most certainly possible without relying on iTunes Match. The following article provides multiple ways to transfer your library. Once you have transferred to the new computer, you can then sign in and authorize iTunes Match with your new machine.

Will this have any impact on my other compuers that are running iTunes Match with the same Apple ID, IE: It won't mess up the iTunes matching process in anyway?

A better option. Cooy the entire iTunes folder your new computer. When you open this On your new computer, you will have an exact copy of your current library. This would be quicker than creating a new library and downloading tracks from match.

You don't have to worry about adding another computer to the mix. iTunes Match supports up to 10 computers and devices with a single Apple ID.

Your iTunes match subscription will only apply to your account, not to other accounts you might have in Family Sharing. When you download content that you didn't buy with your own account, it will count towards your 25,000 song limit.
When you add a computer or iOS device to iTunes Match, you'll associate that computer or device with the Apple ID you use for iTunes Match. You can associate up to 10 computers and devices (combined) with your Apple ID. Learn more about associating a device or computer with your Apple ID.
