I suspect the OP means "activate" or "register, " although this unusual term could mean either. The closest synonym is "Approve."

To register it with Apple just create an Apple ID for it in Settings/iCloud.

in that case take it into a store for who you want to get cellular service on device from and have them put in a sim card and activate there
