to restore from a backup you need to reset your device first ( settings > general > reset > erase all content and settings ) then during the setup assistant you will be given the option to restore from iCloud backup then to choose from the backups you have which to restore from

if you want to check what backups you have first you can go to settings > iCloud > storage > manage storage
