regular trouble for buying 2nd used iphone

I have Iphone 4s, with Imei id 01************094 and the iccid is 89******************106

the phone is already used before I buy. but the previuos owner was not around anymore , i do not have his contact.

so when i tries to operate my phone it point directly to this phone is ling to........aple id " J.....@gmail.com and then........please input the apple id for this iphone and bla......bla..

I thought many of you found these kind of trouble as well/

I am a legal owner of this iphone by now. this is not stolen phone, but the problem was did not have the apple id and password required.

As big Player on Mobile phone industries I thought Apple already provide anticipation for tis case, otherwise your product is useless no lenger can be used, please advise me the best way to operate this phone. thank you
