When I try to swipe down to get notification center or up to get control center from any screen but my lock screen, I can't. Is there a setting or something that I need to change?
There is no additional setting for Notifications, but Control Center has two settings, one for Lock Screen, and one for Within Apps. If you are just on the home screen, it shouldn't matter. However, if you are in any app, then it will not allow Control Center until you have Within Apps turned on.
I did check all of that but neither notification center or control center will work from any screen but my lock screen. I should be able to see them from my home screen, right?
That is correct. Are you starting from off the screen area itself? You cannot start from on the screen. You need to be just off of the screen to begin. See if that helps. If not, then do a reset on the phone. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone will reboot. Check operation after that.
