Importing bookmarks into Safari from PC

I am migrating to iOS from Windows, so lots of learning here. When I imported bookmarks into Safari in an "admin account", everything stay after I log out. However, the same bookmarks were deleted in a "guest user" account. Is there a better approach to set up the system preference? Please advice. Thank you.
