my i phone won't activate closed captioning.

I have an I phone five. I have followed the directions-went into Settings, General, Accessibility and activated Subtitles and Captioning. To no avail.

There must be a step that I'm missing.

MacBook Air, OS X Mavericks (10.9.2)
