in iMovie: can I import directly my video footage to be stored on an external hard drive that is connected to my MBP?
from iMovie's Help file I get no advice. Except it explains how I can copy or move my media files AFTER they have been imported onto my MBP.

Yes.
You do not state which version of iMovie you are using. In the case of the latest (v. 10), when you import videos they will be stored in the iMovie library that has been selected. So if the library is on an external hard drive the movies will be stored directly to it.
In earlier versions, as far as I remember, your clips will be imported into the selected event. If the event is on an external HD, that is where the clips will go.
