Anyone having trouble allowing other devices to send and receive text messages so that iMessage is synched between devices? "Text Message Forwarding" does not provide a code on my other devices to enter into the dialog box.

Are you using the same iCloud account for all devices, and are they all on the same Wi-FI network?
Yes. The same iCloud account for all devices. They're on the same wifi network when I'm at home (where I'm trying to make this work).
I would try refreshing it on all fronts to rule out a glitch
sign out of iCloud on both devices
unplug power on router / modem for 1 minute and plug back in
make sure both devices rejoin the wifi
sign back into iCloud on both devices
attempt turning on forwarding again
