Why does the Apple App, Podcasts, turn on cellular data without my permission?

Why does the Apple App, Podcasts, turn on cellular data without my permission? It has done this for several months now and has cost me extra data charges. I Only listen to podcasts and I have no music on my phone.

Go to Settings > Cellular, and scroll down to Podcasts (right below pictures, and above Safari), and turn it off.

Make sure to Download your podcast, while on WiFi, and not stream them.
