Wi-Fi not connected for iphone 4s.

I tried restarting the phone, my modem is fine since my wife's phone is connected and I reset all the settings. Still I cannot connect to Wi-Fi ANYWHERE. Any help will be appreciated. I also tried the "freezer" idea. Without Wi-Fi connnections I cannont do any backups or upgrade software. Thanks.
