I recently restored my iPhone 4s from back-up after being reset. An app that I had turned off in back-up did not show up in my recent resoration. I forgot to turn that app back on. Would there be any way I would be able to get the data from that app?

If it was not included in the back up, no.

No. When your restore, it will first do a complete wipe before restoring.

I believe you are missing the point. The OP has already restored from back up, but failed to include a specific app in the back up and is trying to recover data for it, which in this case is not possible.

Excuse me for my mistake than, if the OP is trying to restore data for app than iCloud might have data for that app saved, but if she is talking about whole app than I believe that it is not possible to get it. Except by redownloading it.

If you already restored it once, you should be able to do it again. Data of the app is probably backed up on iCloud and when you open app, it should offer you either to restore app's data from backup.

Check in iCloud settings to see if the app backup is there.

If you are backing up using iTunes on a computer, you may be able to restore from the earlier back up that included that file's data. If you are backing up directly to iCloud, you will not. Once you turned off back up for it, it's data was not backed up.
