Apple takes you around and around for a simple solution. I can't use my apple credit to purchase I-draw

I have a 25 dollar credit in my account. I want to purchase I-Draw for $24.99. I keep getting run in circles, you must update Billing information. I check none for card, all other info is correct, click done then it asks me if i still want to but I-draw? I say yes have to re enter my info and password and just goes round and around.

I still can't purchase it and after an hour I am done

Your in the US correct? There is local sales taxes added to all US purchases where required in the final steps of the sale. A $25 iTunes credit isn't enough. You need to add another $10 card to the credit amount.
