Looking to upgrade from ML10.8.3 to use Xcode, required OS for Xcode is 10.9.4, but I need 10.9 so I can upgrade from it. Where do I get 10.9 and eventually 10.9.4 0r 10.9.5?
If you previously downloaded Mavericks from the Mac App Store, sign in with the Apple ID you used and get it from the Purchases tab.
If not, you can't.

Why do you think you don't want to upgrade to Yosemite?
Can you use an older version of Xcode?
I have not upgraded to Mavericks before. Is Yosemite as bad as the reviews claim it to be?
Reading some of the reviews makes it seem that Mavericks would be a better fit for me.
No. If desired, you can repartition the drive and install Yosemite onto the blank volume; it'd be easier to switch between the two, and if needed, revert.

I did check into it but was only offered the latest version which requires it to run on 10.9.4+
So you had never downloaded it before, and App Store didn't offer to install an earlier version?
You can get access to earlier versions by registering as a developer. I did this a while back in order to install a security update for Snow Leopard.
