apple id wont allow app download

i got my ipod 5 yesterday and decided to make a new apple id because my old one was useless. everything went perfectly well. then it started telling me i needed security questions every time i downloaded an app. now if i try to download one it wont let me unless i create the questions. however every time i do it says "your session has timed out. try again." every single time. if i press cancel instead of accept to try and just download the app but skip making the questions it cancels the app download. i went online to try fix it but it only has a slot for one question and even if i change it and press save it does nothing.
