Pdf not opening with Safari

Safari will not open pdf files. I have 8.1.3 and this is still an issue on my phone and tablet. It will not allow to open Safari files in iBooks either. This is a problem on my phone, tablet, and friends and families tablets, so I know this must be a common problem. Is there a solution?
