iTunes 12.1.1, iPhone 4s and copyrighted music?

So I've had syncing issues with iTunes and my 4s before. Sometimes it decided to just omit certain songs for no apparent reason. The solution was normally to just clear the music from my phone and then re-sync. That normally solved it. This time I see a pattern in what's syncing and not. Only purchased and non-copyright media is syncing to my phone. That is, any songs or audio files in my library that I know don't have a copyright (sound clip from a YouTube video and Ellen White audio books) are syncing just fine. Even after having this problem I can get new, non-copyrighted media to sync. All music purchased through iTunes is syncing smoothly as well.

So is Apple doing some new thing to keep me from listening to non-purchased, copyrighted media on my iPhone?

iTunes 12.1.1

Windows 7

iPhone 4s running iOS 8.1.3
