I cant activate Bluetooth or Wifi to iPhone 4S

I have an iPhone 4S.It is about three years old and I have had it since new.

I can activate the personal hotspot,BUT I am unable to activate blue tooth or Wifi.

My carrier is Vodafone and I am on the Newell Highway in Central West NSW.

Can some one assist me and lead me in the right direction,as it is very frustrating when I cant even sycronise my GPS with my iPhone.
