iphone 5c stuck in recovery mode after updating to ios 8.1.3

So today after putting off updating my phones OS as well as Itunes for awhilst I finally updated today. However, after downloading the update and installing the os onto my phone, my phone suddenly was stuck in recovery mode and itunes was stuck saying IIRC "waiting on iphone." My phone is now stuck in recovery and cannot be detected by itunes. Yes my itunes is updated.

I do not receive an error or anything when connecting my phone to my computer.

Yes I tried restarting my computer, and uninstalling and re installing windows.

If I hold the home button and top button the apple logo will appear for a second then it will return back to the recovery mode screen.

Anyone else?
