Navigate to one of your Libraries on your hard drive and double-click it.

… or , in the Menu Bar, goto File/Open Library and tell FCPX which and where to open a Lib.

After a reinstall of the app, FCPX is 'empty', but for sure, your Libs are untouched, wherever you located them …
