How do I restore My MacBook Air?

MacBook Air (13-inch Mid 2011), iOS 8.1.3, Start up disk says it is full!!!

If you don't have a backup drive. You should get one.That way any files you wish to save can be store on it. Doing a reinstall by itself will not delete files that are taking up space on your drive.You need to do some spring cleaning on your drive The normal rule is you should have at the minimum ,10% free space on your drive.http://www.maclife.com/article/howtos/5_simple_ways_reclaim_disk_space

MY IPod Touch is about 6 months old and has the latest version of OS! When I play some of my purchased music it shows cloud music. I should be able to have the music resident on the IPod! I've sync it with my Macbook Air but the music does not load up on the IPod??!?? Give me a hint!!!!!
