I Have no Photos on my Ipad but its showing 4GB in Storage

I have a ipad Mini and i can't add any more apps to it as its showing 4gb of storage to photos, even though i have no photos on the ipad.

How do i free this storage???

Have you erased the "Recently Deleted" album in the Photos.app? Otherwise the photos may stay in this album and waste space for at least a month.

Yes, i have. I ended up reseting the ipad in the end, but would still like to know why it was showing up as all that storage used when i had no photos on the ipad....
