My Ipad air doesnt have the hotspot option

I have an Ipad Air first generation and I just cant use it as a modem with the personal hotspot option, my older ipad had the option in settings, but this one doesnt, as you can see in the screenshot , or at least I cant find it. How can I solve this? Thanks!
