Airport Utility 6.3.4 unable to find Time Capsule (4th edition)

Was having problems with mobile phones staying on Wi-Fi network (iphone 5s), so I checked IP address. it was assigning 169.254 address which won't work on network. So I manually assigned a 10.0.0.## ip address and all is well now. But of course that was done statically.

When to check what is going on with my Time Capsule and Airport won't find it. The network works, it still gives data to ipads, and my imacs. I have attempted to wipe password and restart the Base Station, that did not work. Running Yosemite if that matters on my desktop.

What can I do to make the Base Station see the Airport Utility?
