cannot change track order in itunes 12.1.1.4

If you are referring to the order of tracks in a playlist, select the playlist, switch to Songs view, and then in the dropdown under songs select Manual Order in the Sort by submenu:

You can then use drag and drop to change the order of songs within the playlist. To "lock" the resulting order (for playback when synced to an iDevice or for burning to CD), right-click on the playlist name in the sidebar and select Copy to Play Order.

Only in playlists - though you can, of course, create a playlist that contains everything in your library and apply a manual sort order to that.

I did this yet it still does not allow me to drag and drop to move songs around in a playlist. Any other suggestions? I also have iTunes 12.1.1.4

What happens when you try? You should be seeing something like this:

1. Left-click and hold on the song you want to move.
2. Drag to new position
3. Release
4. If you subsequently change the sort order of the playlist by clicking on one of the column headings, you can restore the re-ordered sequence by clicking on the unlabeled heading above the column of item numbers.

What are you seeing that's different?

Thank you for the response. The problem turned out to be the mouse. When I switched from a wireless mouse to a wired mouse, it worked. No other problems with the wireless though.
