Can 9 volts charge a 5s?

I made a solar panel USB charger and it works with a galaxy s5, but not with the 5s. Does the s5 require less power? I tried searching this question but couldn't find much. I'm using a 9v 1w solar panel

iPhone 5s, iOS 8.1.1

The requirements for the iPhone are 5 volts +- 0.5 volts (4.5 to 5.5) at a minimum of 1/2 amp (2.5 watts). For fast charging it must be 1 amp (5 watts) or more (the "more" doesn't improve things; the phone will only use 1 amp regardless of what is available).
The power requirements for Samsung are the same. If the panel really supplies 9 volts it will probably damage either phone.
