So frustrated. Phone will turn on but says it needs to activate but after minutes of trying says it cannot. What can I do. Anything?

What is the exact message. There are lots of types of Activations, and we have no way to know which one is causing an issue for you.

Activation server could not be found. Try connecting to iTunes to activate. If problem persists contact Apple suppirt
So, what is it that you are activating? Do you have a SIM card in the device?
Is it your SIM card? Are you certain the phone is unlocked?
Or are you trying to activate one of the apps like Messages?

However, if you don't know whether the phone is unlocked or not, and you don't know if it has a SIM card in it, then I would suggest you contact the seller and ask them if it is unlocked from the carrier.
