when I try to buy find my iPhone, I get a message that says "this app requires iOS 8.0 or later. you must update to iOS 8.0 in order to download and use this app."
and is not compatible with iPhone 4.

there is no find my iPhone in my purchased (even if I have purchased it).
Try to purchase it using the App Store in iTunes on your computer.
Then it will show up in Purchased on your iPhone. (Depending on your settings, you may have to sync to make this happen.)
