I have ios 8.1.3 but still hot spot on settings

no hotspot wifi in settings

iPhone 5s, iOS 8.1.3

Check Settings > Cellular > Personal Hotspot

Of course, you will need to set up personal hotspot with your cellular carrier, if you have not done so already.
