bought a previously owned iPhone 4 witch is also locked through icloud, I can only access the MEID and need to figure out what network the iphone is associated with, any ideas?

Sorry, but you should ask the person who sold you the phone about that, nobody else than the previous owner using the correct Apple ID and password can disable the Activation Lock on the iPhone. Not the carrier and not Apple.
