Safari webpage saved wont open in I.E. or Google on a PC

Hello all, i did some instructions for my ICT class on my Mac and emailed it to my class using Safari. i emailed it to myself at work also and it won't open for me or the students on a PC.Can anyone explain this? i do have a PC laptop as well but a friend is using it plus i prefer the Macbook. Is there a way of sending a webpage or link to a PC and getting it to open?
