Cellular Data is turned off for 'Settings and Etc'

If you haven't connected to both wifi and data,and when you go to photos,settings and etc it always shows

"cellular Data is turned off for 'Settings'" ,

"cellular Data is turned off for 'Photos'" ,

"cellular Data is turned off for 'bla bla'"

its seriously annoying, how do I stop this notification?
