I haven't charged my phone in a month and it's not turning on now!

I got my phone taken away for a month after being suspended from school. It hasn't been charged since I got it taken away, I got it back a few days back and I've been trying to charge it non stop (for maybe like half an hour and then giving up) and I came to the conclusion that it was the charger, although I had just received it from my mom.

I went out today and bought a brand new charger from CVS and I've been charging it for HOURS! Still nothing.😠 I called apple and tried rebooting it by pressing the home and lock button simultaneously and all of that and still nothing. I really need help!
