I am trying to get the Latvian keyboard on my iMac OX S Yosemite 10.10.2 but although I have enabled the Latvian in the Language and Region section the keyboard is still in English. Does anyone have an answer how to remedy this?

Language & region is kind of irrelevant for the keyboard. Go to system preferences/keyboard/input sources to enable Latvian input. Then select it in the "flag" menu at the top right of the screen.
Thanks, I've tried that also but the keyboard does not switch to Latvian, it remains English...any other thoughts on how to make it work?

It sounds like you are not familiar with how the Latvian keyboard works. You press the ' key and then the base letter to get the special latvian characters like ēŗūīāšģķļžčņ. Use the Keyboard Viewer to see exactly:
