It sounds like after resetting network settings on your iPhone, your Wi-Fi passwords were removed from iCloud Keychain on your other devices.
I'm glad that you were able to recover the information from your Time Machine backup. You've tried some good steps to get the data to sync again, and mentioned that you turned iCloud off and on.
If you turned the iCloud service off and on, be sure to also try turning iCloud Keychain off and on again, in this specific order:
If you can't sync iCloud Keychain with other devices
Make sure that your device is on a Wi-Fi or cellular network. If the connection appears strong, try these steps:
- Turn off iCloud Keychain on all devices.
- Turn on iCloud Keychain on the device that has the most up-to-date keychain items.
- Turn on iCloud Keychain on your other devices. They will be updated with your new iCloud Keychain.
