If I delete all photos in ICloud (photo stream) on my Mac, will they still be in my photo library?

Only, if you imported them from My Photo Stream to events in your iPhoto Library. Did you enable automatic import in in your iPhoto Preferences > iCloud? Are you seeing your photo stream stream photos in your iPhoto Library in monthly events "Jul 2014 Photo Stream" or similar? Any photos you are seeing these events, can safely be deleted from my Photo Stream in the iCloud section of your iPhoto Library Source list.
