ICloud Calendar on my computer
When I make a new appointment on my IPhone or IPad the time appears 3 hours off on my computer ICloud calendar. I have adjusted the time zone.

I'm sorry to hear you are having these issues with your devices and iCloud. If your events are consistently being offset by three hours but your time zone settings are the same, you may want to make sure that Time Zone Support/Time Zone Override are not enabled on either your iOS devices or iCloud.
