Accidentally blocked a contact, unblocked, but still cannot receive iMessages or SMS

Accidentally blocked a contact, unblocked, but still cannot receive iMessages or SMS from just one contact. Updated iOS to 8.1.3. Also deleted and re-added the contact on iPhone.

iPhone 4S, iOS 8.1.3
