iPhone default city

For some reason, although I live in New Braunfels, TX and work in San Antonio, TX, my iPhone continually "thinks" I am in Plano, TX. Plano is hundreds of miles from wither of these locations, yet my videos, photos, and weather all state that I am in Plano. How do I re-calibrate the phone to actually find me instead of assuming I am in another city (hundreds of miles away)? I have an iPhone 5S with the iOS 8.1.3 operating system.

If you turn off WiFi does your iPhone still think you are in Plano?

No. I guess that's all you need to do? It's just weird -- we have WiFi at home and at the office and virtually every time I check weather or take a photo, it does this. Do I have to turn WiFi of and back on every time I enter a new WiFi zone? Thank you for your help with this.
