Upload photos to folders in iCloud

I am using the iCloud Photos Beta, and I have purchased the extra storage. I made a folder and tried to upload pictures to that folder. The pictures upload but only go to the main moments area and not the folder. I can't move the pictures via the iPhone or PC or the Mac. I have iCloud for windows installed but the Mac I am using is only running OS X 10.6. Help? Or is this just how it is?
