If you mean your device is in Activation Lock, then you either use the Apple ID & password used to enabled the Find My iPhone function under Settings > iCloud. If that fails, then you contact Apple and request the device to be unlocked, which is when you'll probably need the original proof of purchase. Did you purchase this device new from an Apple Authorized Retailer?

If you bought the iPhone used or from other than authorized Apple reseller,

you need the original owner to do the things on this link:

Prepare your device to sell or give away

If you are the original purchaser of the iPhone, gather up proof of that original purchase

and take the proof and the iPhone to a physical Apple store or whoever provides

iPhone support for your location.

There is no workaround for Activation Lock - only the person who initiated it

can remove it.
