Only Apple could answer that. But when they move to newer models, the older models are then only offered in 8GB size generally.

ChrisJ4203 is correct. These limited memory (so far, 8GB) devices are typically the ones that are offered by carriers as being "free". When the device in question is first released, they will typically come in 16 GB memory sizes. After new models replace the older models, the older models typically come with 1/2 the storage space (8 GB) than when they were newly released. The older models with 1/2 the storage space are then offered for "free".


Because the 5c is now considered an older model, it's now only available with 8 GB storage space from carriers. You MAY be able to a find a new 16 GB model but that would likely be from a private party or otherwise. Carriers only supply what Apple supplies them with.
